This position is a Medical Technologist in the service of Pathology & Laboratory in Martinsburg VA in Martinsburg, WV. ,Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience Combination A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND, Completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post- baccalaureate certificate program or be integrated into a four- year program of study that culminated in a baccalaureate degree. OR, A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND, Two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP- BOR) OR, American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR, A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. c. Foreign Graduates. Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following: A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination. d. Certification. Candidates must have either (1) or (2) below: Certification: Candidates must have either of the below: A current certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT The categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB) Loss of Credential. Once certified, MTs must maintain their certification. Loss of certification will result in removal from the occupation and may result in termination of employment. e. Grandfathering Provision. All MTs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the occupation. English Language Proficiency: MTs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. 3. GRADE REQUIREMENTS: In addition to the basic requirements above, applicants must also have the below grade level requirements. Experience: One year of creditable experience equivalent to the next lower grade level, which is directly related to the position to be filled. Or, Education: Must have Master's degree or 2 academic years of progressively higher-level graduate education in medical technology or directly related field. AND Demonstrated Knowledge, Skills and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs: Comprehensive knowledge of professional MT principles, practices, concepts and theories providing for sound independent work. Comprehensive knowledge of laboratory quality control and assurance procedures and principles of performance improvement in order to manage reagent and supply inventories and document control systems. Knowledge of laboratory equipment and ability to maintain, troubleshoot and repair instrumentation. Ability to plan, organize, set priorities, work as a team member and effectively complete assignments. Ability to use independent technical judgment to analyze and interpret laboratory results. Ability to read, interpret and apply complex written instructions. Skilled in informatics, laboratory data flow and the understanding of laboratory processes. Ability to communicate, consult and interact with other members of the healthcare team, external relations, customer service and patient education. Physical Requirements: The work is predominately sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work. ["Duties to include but not limited to the following: -Administers Tests/Laboratory Procedures/Reports Findings - Recognizes and defines testing problems and evaluates methods for solution. - Evaluates, guides or implements possible alternative approaches to standard methods. - Evaluates procedures to determine the suitability of specimens for analysis, and requests new specimen if the initial specimen is determined to be unusable. - Prepares specimens for analysis ensuring that physiological properties are maintained. - Performs phlebotomy as needed for requested laboratory tests. This includes using special drawing techniques and assuring that proper tubes are used and the correct amount of blood is drawn. Verifies the patient's identity with the patient's full name and full social security number and labels all tubes appropriately. - Prepares reagents and primary reference material. - Selects, performs, evaluates and monitors the performance of non·routine and specialized test procedures using manual and/or instrumental techniques in accordance with established protocols. - Consults with physicians on additional tests that may be useful or necessary to clarify problems. - Performs complex and unusual tests and studies requiring specialized knowledge and skill. - Determines procedures for tests to be performed in the unit. Develops and implements the use of protocols for performance and test and evaluation of results. - Monitors conformity to protocols. - Identifies control samples appropriate to monitor assays/procedures; establishes protocols for evaluating control sample value, and defines action to be taken when control sample is outside limits. - Establishes record keeping systems to assure the accuracy and validity of results. - Facilitates preparation of medical documentation that meets professional standards and accreditation agency requirements. - Obtains analytical data, and evaluates the validity of data in relation to the test system and assay procedures. - Creates, uses, or modifies logic schema to determine corrective actions for problems. - Establishes and maintains record keeping systems, controls specimen accession through the computer system to ensure accuracy of data input and output - Writes laboratory reports identifying sample and stating method and results. and reports results to the appropriate individual. - Recognizes and reacts to indicators of malfunction; locates and implements corrections. - Develops procedures and establishes parameters for correlation oftest results and preset troubleshooting protocols. - Assesses data needed, designs data collection procedures, identifies parameters and determines acceptable range for each parameter. - Improves the efficiency and quality of the laboratory services. - Ensures criteria represents acceptable standards of quality and can be measured, controlled, collected, evaluated, etc., in an efficient manner. - Monitors the quality control system. - Ensures timely and thorough evaluation of data; ensures discrepancies are identified and attended to. - Obtains data and complies with the practices, procedures, and techniques describe in the quality assurance plan. - Adheres to quality control measures, suggests new or revised methods of control, and of collecting and evaluating quality control data. - Ensures that the quality assurance plan is followed by others. - Obtains data in accordance with established procedures. - Proposes solutions to remedy the deficiency or presents arguments for invalidating data or quality control methods. - Ensures quality assurance information is reported in the appropriate format and within established time frames. - Solves testing problems, develops new solutions to testing problems, performs newer/more complex tests and examinations. - Establishes professional standards that comply with accreditation agency guidelines. - Independently develops local criteria consistent with agency guidance and accreditation requirements.
