This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a. Education and/or Experience Combination (TRANSCRIPTS WITH CONFER DATE REQUIRED): A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Foreign Graduates: Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following: (1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its Bachelor of Medical Technology degree. (2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination. Certification: Candidates must have either (1) or (2) below: (1) Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. (2) For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). Technologists with categorical or specialist certifications may only perform duties within the area of the laboratory specific to their categorical certification (e. g., an individual with a chemistry (C) certification can only perform duties in chemistry). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-11 Supervisory Medical Technologist: Experience: Must have 1 year of creditable experience equivalent to the full performance level (GS-9), which is directly related to the position to be filled. OR, Education: Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field (TRANSCRIPTS WITH CONFER DATE REQUIRED). AND Must be able to demonstrate the following knowledge, skills, and abilities: Knowledge of Federal and state laws, regulations and accrediting/regulatory requirements in order to develop plans and procedures for the laboratory. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff. Demonstrated leadership and managerial skills including skill in interpersonal relations and conflict resolution in order to deal with employees, team leaders and managers. Ability to perform the full range of supervisory duties which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements and disciplinary actions. Ability to plan, organize, set short and/or long-term goals and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc. Knowledge of concepts, principles and methods of clinical laboratory technology and operations. Preferred Experience: 5 years clinical laboratory experience. References: VHA Handbook 5005, Part II, Appendix G24. The full performance level of this vacancy is GS-11. Physical Requirements: Light lifting and carrying (under 15 lbs), reaching above shoulder, use of fingers, both hands required, walking and standing (3 hrs), both legs required, ability for rapid mental and muscular coordination simultaneously, near vision correctable, both eyes required, depth perception, ability to distinguish basic colors and shades of colors, electrical energy, working closely with others, protracted or irregular hours of work. ["The primary purpose of the position is to supervise the Chemistry/Special Chemistry/Urinalysis Sections located in the Pathology & Laboratory Service at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The incumbent supervises, ensures quality control, prepares administrative reports, and works as a medical technologist in any section area as needed. Duties will include: Takes responsibility for the day-to-day supervision of the Chemistry/Special Chemistry Section, prepares work schedules, and assigns duties to subordinates to assure efficient and timely performance of all chemistry tests and procedures. Reviews all the Chemistry and Urinalysis results (including results from off-hour and weekend shift(s) for correctness as required by the American College of Pathologists (CAP), directs involved technicians/technologists in the correction of errors, and notifies attending physicians as appropriate. Provides technical guidance to technicians/technologists when quality control or instrument problems occur. Designs and prepares appropriate instrument maintenance logs, reviews these logs monthly, and assures that proper routine maintenance is being done by technicians/technologists. Develops policies and procedures for the Chemistry/Specialty Chemistry/Urinalysis sections. Writes and updates procedure manuals in the general Chemistry and Urinalysis areas. Evaluates and implements the use of new methodologies and instrumentation in the sections. Trains lower grade technicians/technologists in the use of new procedures and instrumentation in the sections. Maintains appropriate levels of supplies and reagents for the efficient operation of the general Chemistry and Urinalysis areas. Implements the performance of CAP survey unknown specimens by technicians/technologists in the Sections and prepares the appropriate work sheets for the Quality Control Technologist. Documents corrective action taken on out-of-range CAP survey results. Assures that all employees under his/her supervision are aware of and abide by the appropriate hospital and laboratory safety regulations. Takes responsibility for the quality control program for the Sections, assures that appropriate records are maintained, and investigates complaints from the hospital staff concerning questionable results. Ensures compliance with accrediting agencies and regulatory requirements, such as TJC, FDA, and NEO. Responsible for professional and administrative management of the Chemistry/Special Chemistry/Urinalysis sections including new employee orientation and the competency assessment of assigned staff. Identifies employees' continuing education and training needs and communicates training opportunities to subordinates. Maintains effective interdepartmental relations with other services, supervisors, and staff to accomplish the medical center goals. Works as a technologist and accomplishes duties specifically assigned to the Technologist. Performs, as needed, all manual and automated tests in the general chemistry area as outlined in the procedure manual. Calibrates, standardizes, and adjusts the Chemistry and Urinalysis instruments; verifies correct instrument operation using established procedures and quality control checks; and identifies the cause of common problems and makes simple repairs. Responsible for the generation of the laboratory results from his/her area into the laboratory computer system and for the editing and verification of the results recorded into the computer system. Evaluates the validity of data in relation to the test system and assay procedures; correlates quantitative data with patient data (i.e., history, medications), to verify results; performs additional tests to clarify or confirm abnormal patient results; and recognizes abnormal results which require immediate attention by the physician and reports them directly. Works off-hour shifts, weekends, holidays, and in other sections of the laboratory as priorities shows a need. Ensures activities associated with process improvement, customer service, data driven decision making, or team driven change are accomplished.
