This position is a Supervisory Medical Technician in the Communication Unit (phlebotomy/processing/referral testing) at the San Francisco VA Health Care System. The incumbent is responsible for the direct management of the staff within the Laboratory Medicine Service's Communication Unit, which is made up of 3 GS-7 Lead Medical Technicians and 14 GS-6 Medical Technicians. There is additional technical and management oversight for 11 contractors located in the community-based outpatient clinics. To qualify for this position, you must meet the following requirements: ENGLISH LANGUAGE PROFICIENCY - In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. AND SPECIALIZED EXPERIENCE: Possess one (1) year of specialized experience equivalent to the next lower grade level in the Federal Service. Qualifying Specialized experience includes: a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. Additional specialized experience, gained in a medical laboratory, for this position includes: supervising and training medical technicians, fee basis phlebotomists, and other staff in specimen collection, processing and accessioning; write and maintain phlebotomy and specimen processing accessioning; maintain a laboratory performance safety program; plan work schedules assuring an even flow and distribution of work; develop performance standards and prepare formal evaluation; perform instrument maintenance and troubleshoot instrument issues.(This experience must be clearly documented in the resume to be creditable. We will not make assumptions regarding experience)~OR~ EDUCATION SUBSTITUTION: Possess two full years of graduate education or a master's degree meets the requirements for GS-9. Note: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. (TRANSCRIPTS REQUIRED) ~OR~ COMBINATION OF EDUCATION AND EXPERIENCE: Possession of the appropriate graduate education or internship and specialized experience, as described above, will meet the requirements for this position. ["***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Writes and maintains phlebotomy and specimen processing procedures. Plans work schedules to assure an even flow and distribution of work, explains work requirements and assigns work, sets deadlines and priorities, reviews the work of staff, develops training for employees, develops performance standards and advises employees of the performance requirements of their position, keeps them informed of their progress in meeting those requirements, prepares formal performance evaluations. Listens and to and addresses concerns of employees and effects disciplinary measures. Interviews candidates, makes selections, approves leave requests and recommends personnel actions such as awards, promotions, reassignments, etc. Identifies training needs and works to ensure proper training is received. The individual assures compliance with accrediting agency and regulatory requirements. Maintain appropriate levels of phlebotomy supplies, regularly ordering new supplies as needed, requisitioning maintenance and repair as needed. Performs complex venipunctures and process specimens. Uses troubleshooting skills and corrects errors when necessary. Follows established procedures for processing biological fluids (blood, urine and other body fluids) and specimens are distributed to the appropriate laboratory section. Assists phlebotomists with inpatient morning blood draws, draws outpatients, assists medical technologists with processing of specimens. Performs waived or moderately complex testing such as glucose, fingerstick INRs and other point-of-care testing. Evaluates the suitability of the specimen for the test; perform and verify the quality control and/or calibration, and patient testing without direct supervision. Performs instrument maintenance as needed and troubleshoot instrument issues. Maintains records and man hours to include contract employees, completing daily and monthly reports, and maintaining files. Manages referral testing accounts and records, to include process for laboratory test approvals and shipping manifests. Documenting incidents in accordance with internal QM or external QM processes. Recording patient demographics, test requests, specimen information and test data into the Laboratory Information Management System using manual and automated entry methods. Represents the laboratory on hospital safety committee, reports on safety at laboratory QI meetings, and interacts with other medical center safety staff, such as the industrial hygienist, infection control officer, and biomedical engineers. Maintains a laboratory performance safety program and ensures monitoring of components. Interacts with management officials and organizations involved with hospital safety management.
