This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Learn more. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR[(2) Those approved by the American Osteopathic Association (AOA),OR(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: An effective DCOS / Acute Care must have the following: Board certified physician in any specialty. More than 10 years of experience as a Board-Certified physician with privileges at a large, acute care hospital Administrative experience for 3 to 5 years at a Service Chief or higher level preferably leading surgical and medical sub-specialty services in a tertiary, 1a facility The physician will have significant experience with hospital patient flow, surgical programs to include the OR, emergency room, managing clinic access, grid management and consult management Knowledge and skill in using PI strategies is a required skill Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Moderate lifting (15-44 pounds), light lifting (under 15 pounds), moderate carrying (15-44 pounds), light carrying (under 15 pounds), pushing 4 hours, reaching above shoulder, use of fingers, both hands required, walking 2 hours, standing 8 hours, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, hearing (aid permitted), mental and emotional stability. ["The Deputy COS (DCOS) will provide administrative, programmatic, and clinical leadership oversight for the Charlie Norwood VA Medical Center Medicine, Emergency Department, Pathology and Laboratory, Imaging, Pharmacy, Surgery and Dental Services. The DCOS is accountable for the management of the needs of the clinical services, as well as developing a plan for the delivery of health care by the clinical staff. The DCOS as a member of the executive leadership team , participates in top-level decision and policy design that affects the needs of the medical center through collaboration with other members of the medical center administration, service chiefs, and interdepartmental supervisors. The DCOS directs the clinical medical and surgical programs, delegating authority and responsibility to meet the medical center goals. The DCOS reports to the COS and serves as a key clinical resource for the Medical Center Director and other members of the administration. The DCOS is responsible for leading a team of multidisciplinary physicians and proceduralist in providing optimal health and wellness for our Veteran population through the ongoing pursuit of service excellence, collaboration, and compassion. The incumbent will provide strategic development and implementation, and exceptional academic, operational, and clinical excellence in delivering high quality medical care and treatment for our patients. MEDICAL STAFF FUNCTIONS: Demonstrating effective oversight and management of the following: Assist in coordinating clinical and support program development to meet those needs including advising the Chief of Staff and Director about the adequacy and appropriateness of the organization's scope of services, and its professional and support staff. ADMINISTRATIVE FUNCTIONS: 1. Demonstrates ability to represent the Chief of Staff in all aspects of administrative leadership, including, but not limited to: Serve as a member of key health care system managerial bodies including serving as a member of the organized medical staff, attending its meetings, and helping to ensure adherence to its bylaws and rules and regulations, working with other health care professional to establish policies so that all health care professionals practice within the scope of their licenses, and participating in in-service training programs. The incumbent will serve as COS Office liaison to the quality management program through active participation as a member of performance measure meetings. 2. Demonstrates the ability to supervise a staff of employees to accomplish the work of the organization. This involves work assignments and review; as well as the administrative and personnel management functions relative to the staff supervised - e.g. leave administration, labor management requirements, adverse, disciplinary actions, proficiencies, etc. 3. Demonstrates the ability to coordinate and integrate programs into a comprehensive package of services to meet the needs of veterans by participating in establishing policies, procedures, and guidelines to ensure adequate, comprehensive services. 4. Responsible for actively participating as a member of the Health Care Delivery Council and is responsible for the performance measures assigned to the DCOS. 5. Demonstrates ability to provide assistance on top management administrative matters affecting patient care, education, research and organizational policy. 6. Demonstrates ability to contribute to the strategic mission, vision, values and goals of the CNVAMC. 7. Will participate in local, VISN and national level committees as assigned by Chief of Staff. PROGRAM DEVELOPMENT: 1. Demonstrates the ability to evaluate and recommend evidence-based best practices and programs of provision of clinical education. 2. Demonstrates ability to benchmark the Augusta VA outcomes against national standards of excellence.3. Demonstrates the ability to develop and monitor quality improvement measures for process improvement for the medical canter to be in compliance with Joint Commission, CAP, and other regulatory requirements and standards. LEADERSHIP DUTIES: 1. The incumbent demonstrates the ability to represent CNVAMC in VISN wide clinical service coordination. 2. Demonstrates ability to represent CNVAMC in national VA forums regarding clinical service provision, research, and education. 3. Establishes relationships with professional and/or other health related groups within the community. 4. Demonstrates effective communication skills - e.g. effective verbal, written communications, tact, diplomacy as well as directives. 5. Functions as a key member of the senior leadership team, actively participating in the development of overall management objectives and philosophies necessary to the attainment of optimum efficiency in providing health care to our veteran population."]
