Under general direction, incumbent plans and supervises the activities of the Ventura County Medical Center (VCMC) and Santa Paula Hospital (SPH) clinical laboratory by assigning, reviewing, and participating in the work of a group of Clinical Laboratory Scientists engaged in performing a variety of chemical, microscopic, and bacteriological tests. The ideal candidate will have clinical laboratory management experience, strong supervision/management skills, strong written and oral communication skills, and the ability to establish trust and respect with all levels of staff. EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.
AGENCY/DEPARTMENT: Health Care Agency – VCMC and SPH
Manager-Laboratory Services is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help vacancies. There is currently one (1) Regular vacancy at VCMC.

Examples Of Duties:
Duties may include but are not limited to the following:
Confers with the Director of Laboratory Services and the Chief Hospital Operations-Professional & Support Services who oversees the laboratory operations on operating practices and procedures;
Schedules and coordinates the work of the blood bank, serology, blood chemistry, urinalysis, bacteriology, hematology, and special chemistry units to ensure maximum utilization of personnel to provide adequate coverage to process the work, including required staffing for the Trauma Center;
Reviews and discusses results of tests with technologists;
Oversees new tests and implementation of quality control programs on all tests;
Oversees the documentation process for trainees including competency based on study material and training;
Conducts annual performance evaluations of assigned staff;
Plans, assigns, and supervises the activities of subordinate personnel;
Conducts monthly meeting with supervisors and staff;
Makes periodic inspections of equipment, supervises preventive maintenance and minor repair of instruments;
Educates with accreditation requirements of College of American Pathologists;
Works with the Director to compile the annual budget, requisitions supplies and equipment, hires personnel, and administers disciplinary process as appropriate;
Prepares monthly, quarterly and annual reports as needed;
Serves on committees as assigned by management; and
Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE A combination of education and experience equivalent to graduation from an accredited college or university in medical technology, including courses in practical clinical laboratory work, AND four (4) years of experience in a clinical laboratory performing all varieties of chemical, microscopic, and bacteriological tests. NECESSARY SPECIAL REQUIREMENT Must possess and maintain a valid Clinical Laboratory Scientist license issued by the State of California Department of Public Health - Laboratory Field Services. Knowledge, Skills, and Abilities: Working knowledge of: standard, routine, and special tests, procedures, and instrumentation used in hematology, serology, chemistry and blood banking, urinalysis, coagulation, and microbiology. Ability to: plan and supervise the work of others, train students, and establish effective relationships with other staff.

ORAL EXAMINATION – 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
